*sees you form out of rain drops* That's him o_o

From what I know, rain can only exist with the presence of rain clouds, which are normally made from water vapor that condenses in the sky. The rain element comes down from these clouds. As for the rain element itself, it is a signature element to the shinobis of Amegakure. Rain release is made of the water and wind elements, which, combined together allows you to control these droplets of rain however you please. Because rain falls down in a large area, you pretty much have a limitless area above ground/water surface from which you can control rain. Also, because rain falls down rather fast (making it difficult to distinguish between rain droplet and small kunais made of rain), it would make it more difficult for the target to perceive rain techniques coming towards him/her, unless they have a dojutsu or sensor ability. As for elemental strengths and weaknesses, the rain element is basically water so it is weak to earth and strong against fire.

Great is also kinda weak against wind since wind can blow the clouds away xD anyway before we start use chakra sensing rain so we have rain to use :3 *grabs my Umbrella*

Ah, wind aswell? I see O_O

Urahara performs a set of 6 handseals and sends his water chakra to the sky where it forms rain clouds (or takes control over the already existing Amegakure rain clouds or whatever x__x). These ninjutsu-made rain clouds would have rain fall from them, but unlike normal rain, these would be closely linked to Urahara's senses.

(Suiton: Ukojizai no Jutsu) - Water Style: Rain Tiger at Will Technique
Rank: C
Type: Supplementary
Range: Short-Long
Chakra cost: 15
Damage Points: N/A
Description: A perception ninjutsu, allowing one to freely manipulate rain infused with the user's own chakra after waving the Bird → Rat → Ox → Monkey → Rat → Snake hand seals. The rain falls from rain clouds, formed with the users own chakra. During this technique, the falling raindrops are closely linked to the users senses. When the rain is obstructed by a chakra belonging to someone the existence of the target can be detected. The rain will keep on falling until the user uses the seal to cancel it.

Let's start! *I create some clones and summon some snakes to start the training*

(Ame Tama no Jutsu) - Rain Bullet Technique
Rank: D
Type: Attack
Range: Short
Chakra cost: 10
Damage Points: 20
Description: By focusing chakra into the user's hand they are able to gather rain drops towards their palms, the rain is molded together by chakra and forged into a high pressured orb. Once done the orb will shoot away from the users hand and the user will be knocked back. If it hits the enemy the enemy will be sent away flying or unbalanced.

Focus your rain chakra into your hand and gather rain from the clouds you previously made in your palm. Once you have done that you will mold the raindrops together into a orb with high pressure. Then shoot the orb towards the opponent to send them away flying. Pretty simple jutsu and main purpose is to basically throw an enemy off and not do that major damage.

(Secchakuzai no Kouu) - Rain of Glue
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: When user makes it rain and then changes the compounds of the water(materials in the air). Then makes the rain sticky which binds the opponent in place for 2 turns.this jutsu lasts for 2 turns.

Focus your chakra in the rain and use it to change the compounds of the drops that are falling. The drops will become sticky and will bind the opponent into place for two turns. Its a great capture jutsu. If you did this in combo with stone spikes and your opponent does Chidori Nagashi than they would shock themselves xD

(Ame Tama no Jutsu) - Rain Bullet Technique

I stretch my arm forward and open my palm facing towards the sky as if I'm carrying something of spherical shape. I gather rain chakra within myself and then concentrate it onto my palm and release this chakra at the raindrops nearby to take control over them. Then, I manipulate them to make them gather on my palm to them form into an orb, which I then compress so that it becomes a highly pressurized orb. Now for the attack, I hurl the orb while simultaneously shooting it from my palm as I aim it to hit one of the snakes you've summoned. The snake is send flying back the moment it gets hit by the orb.

Would personally use it to make some distance between myself and an opponent if they come within my short range. It would push them backwards aswell as allowing me to slightly disengage, which I guess would make both of us return to mid range distance from eachother.

(Secchakuzai no Kouu) - Rain of Glue

After gathering rain chakra within myself, I release it towards the sky above one of your clones to cause a change in the compounds of the falling raindrops at that specific area. I slightly change these raindrops by giving them sticky properties. As they then reach the clone, the clone would be bound in place for 2 turns, unable to move around because of being soaked with sticky raindrops.

Nice combo. Seems like every single person has/will at least once in their RP career shock themselves with Chidori Nagashi xD Hmm, I actually like this technique more than most other sticky water techniques since a rain technique is generally more difficult to detect and one probably has less time to hinder it from reaching them.

Yes I fought some in the NW that shocked themselves xD

(Touei Ame Bushin) - Reflection Rain Clone
Rank: C
Type: Supplementary
Range: Short
Chakra cost: 15
Damage Points: N/A
Description: This technique creates a reflection of the user, this clone is unable to touch physical objects or cause harm. Every move that the user makes the clone mimics at the same time. The reflection clone is destroyed after one hit, this is a tactical technique.

Focus your rain chakra once again and create a reflection of yourself in the rain. As this 'clone' is only a reflection, it will mimic every movement of yours and it is not able to touch physical objects.

(Hitoshirenu Ame Sai) - Hidden Rain Slash
Rank: C
Type: Attack
Range: Short-Mid
Chakra cost: 15
Damage Points: 30
Description: The user manipulates their chakra to condense a single raindrop into a more solid form. The raindrop becomes as sharp as a blade. The disadvantage to this jutsu is that the raindrop falls in a straight line.

Focus your rain chakra and use it to condense a raindrop into a more solid form, not ice, it did not say ice. The raindrop will become as sharp as a blade and can be send towards the opponent in a straight line.

(Touei Ame Bushin) - Reflection Rain Clone

As it's raining, I turn a portion of the chakra inside me to rain chakra and send it out of my body and to the raindrops that are falling nearby. Inserting this chakra inside the raindrops, I make them show a reflection of myself, which would eventually mimic every physical movement I make.

This somewhat resembles the E-Rank Bunshin no jutsu where you create a "fake" clone. Only difference with our rain version is that it's a reflection of ourselves so it'll mimic our body movement and cannot move differently. This technique could serve useful if we intend to close in our opponent and deliver a taijutsu-type attack, confusing them to be inclined to defend from both myself and the reflection. I personally don't see it useful otherwise.

(Hitoshirenu Ame Sai) - Hidden Rain Slash

I gather rain chakra within myself and send it out, inserting it onto a specific raindrops which is about to fall down on one of your snake summons. I quickly manipulate that raindrop into becoming significantly more compressed in order for it to receive sharpness similar to a blade. As the compressed raindrop gets in contact with the summon, it pierces through the snake deep enough to make the summon "poof" away.

This technique is rather scary imo. If we manipulate a raindrop that is only 1 meter above our opponent then it'll be very difficult for them to defend against it. Even with sensory there will be very little time to react. Heck, if it only was 1 meter above someone's head when the jutsu is performed then they'd probably be inclined to "legal-metagame" their way out of it (If you know what I mean) .__. The lethality of the technique also depends on where the raindrops falls down. For example, if you choose a raindrop that is above your opponent's head then it's more lethal compared to one that is aimed at your opponent's arm. Well it all depends on what we want to do.

Great and yes people might meta game that last jutsu xD

(Ame Kasui no jutsu) - Rain Spike Technique
Rank: C
Type: Attack
Range: Short-Mid
Chakra cost: 15
Damage Points: 30
Description: The user of this technique must place chakra into one or more raindrops. As the drops of rain hit the ground they create a small sized spike of water from puddles on the ground. For this technique to work there must be water on the ground and it must be raining.

Focus your chakra into one of more drops of rain as they fall. When those drops hit the ground they become small sized spikes of water from puddles on the ground that were formed by the rain. For water to be on the ground you could use a large water jutsu that leaves water on the ground so that you dont have to wait for the rain to make enough water on the ground ^^

(Ame no Yari) - Rain Spear
Rank: C
Type: Attack
Range: Short-Mid
Chakra cost: 15
Damage Points: 30
Description: By using chakra to condense a large amount of rainwater into one place, the user creates a spear of water in the clouds. The spear can at any time be called down to strike an opponent with only one hand-seal. The water will stay in the form of spear for a short amount of time (three posts). If the spear is not used by that time it will fall uselessly as rain. The only warning this technique gives is a second pause in the rain when the water is gathered and condensed.

Focus your chakra and use it to condense a large amount of rainwater into the sky. Then create a spear of water from the condensed water in the clouds. You can call it down anytime you want with the use of one handseal.
*shows you handseal*
Within a certain amount of time the water will be in the form of a spear, after that it will turn into rain again and fall to the ground.

(Ame Kasui no jutsu) - Rain Spike Technique

I start by gathering chakra within myself and turn it to rain chakra. I then release it and send it to several raindrops that would fall around your clone. As the raindrops reaches the wet surface, which is filled with water because of the rain, they turn into several spikes of water. These spikes are made to rise up so that they would pierce through the clone, causing the clone to poof away.

Somewhat similar to the C-Rank earth spike jutsu. However because we begin to infuse the raindrops before they reach the ground I guess we could begin to follow up with another technique once the raindrops are induced with chakra. Since, from my understanding, they're kinda "programmed" to turn into spikes once they reach the ground. Correct me if I'm wrong x__x

(Ame no Yari) - Rain Spear

After gathering rain chakra within myself, I then send it high in the sky and on certain raindrops above the location of your snake summons. I control these raindrops to gather together in order to form a normal-sized spear of compressed rain water. This would be made to remain stationary on its place. Now I perform the same handseal you've shown me just recently, which causes the spear to fall down from the sky and on one of the snakes there, piercing through it, causing the snake summon to disappear.

What's unique about this technique is that you can decide whether to use the spear immediately or wait of up to 3 turns before it return to normal raindrops. However, even if used in the following turn, it would probably take the timeframe of one technique, which might not help much. So I would probably prefer to use it in the same turn in which I've made it, unless I wanna play mind games with my opponent and see if they meta-game out of it or maybe allow my bio to be aware of whether they have some form of sensory by spotting the spear without the normal capabilities of their 5 senses.

They are pretty much programmed xD
(Ame Nottori no Jutsu) - Rain Capture Technique
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: This technique causes a target of the user's choice to "attract" raindrops. The water in the rain drops will attach themselves over an opponent. Once enough water has gathered over an enemy it will also attach to the ground, holding the user's opponent to the ground.

Focus your chakra and send it towards the opponent. This will cause the opponent to attract raindrops. The raindrops that will fall on them will attach themselves to the opponent, making it harder to move. Once a lot of water is attached to them, they will be hold in place by the raindrops that will attach to the ground.

(Ame Bunshin) - Raining Clones
Rank: C
Type: Supplementary
Range: Short
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that creates false clones of the user around drops of rain. Every clone is totally harmless and is destroyed by one hit or if they collide with the ground or the enemy. This technique is used as more of a distraction than anything.

Focus your chakra and create a false clone from the rain. The clone is a mere illusion of sorts and it completely harmless. By one hit they will be destroyed.

(Ame Nottori no Jutsu) - Rain Capture Technique

After gathering rain chakra within myself, I send it towards one of your clones and make the rain chakra "attach" to them. Now, the rain which is falling down nearby the clone gets attracted to the clone. As the raindrops gather on the clone, they make it more difficult for her to move her body and as it also links to the ground, it hinders the clone from moving from her spot.

Nice technique. Not dodgeable (most likely) since raindrops are everywhere and are attracted to the target however they move around the battlefield. So if the target wishes to set themselves free, they need to deal with the technique head on probably by erecting rocks or whatever from their body to hinder the rain from directly touching them. Or by some other method that would prevent the rain from touching them. If the target decides to leave the surface they're standing on, then it would make the jutsu slightly less effective on them although it still restricts their body movement.

(Ame Bunshin) - Raining Clones

After gathering rain chakra within myself, I send it to the falling raindrops nearby. By inducing these raindrops with my chakra, I make them turn into false clones of myself. Each false clone would be moving independently from one another and do not necessarily mimic my own movement.

This technique is rather similar to (Touei Ame Bushin) - Reflection Rain Clone. The main differences I see is that Raining clones can have the false clones move differently from one another and do not necessarily mimic the user. This makes them seem more real. Even if they might be "more real" than Reflection Rain Clone, they still do no damage. What's bad though, is the most simplest of attacks would cause the fake clones to vanish.

(Gouu no Jutsu) - Heavy Rain Technique
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that actually uses the victim's clothing as a medium to effect him or her. By filling the clothing with water-elemental chakra the user causes the clothing to fully retain all water it comes in contact with which will gradually cause the clothing to become heavier and heavier. Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment

Focus your chakra and send it towards the opponent, or rather onto their clothes. Attract rain to the clothes and enable them to retain all the water in the clothes. This will eventually cause the clothes to become heavier to the point where it is hard to move for the opponent.

(Ame Kumo Bunshin) - Rain Cloud Clone
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A jutsu that creates a clone from the Rain clouds in the sky. The clone resembles the user but keeps the appearance of moving clouds with only the shape and color of the user. Because of this the clouds cannot be used as a distraction. The clones are able to attack and receive attacks.

Focus your chakra and use it to create a clone of yourself from the rain clouds in the sky. It will obviously resemble yourself as it is a clone, but it will also keep the appearance of moving clouds. Obviously it cannot be used as distraction as it still looks like clouds. What is it good for you ask? Well, it can attack (and be attacked). This way you can attack from above and from your own position.

(Gouu no Jutsu) - Heavy Rain Technique

I gather rain chakra within myself then send it toward one of your clones and insert it on/inside her clothes. Now the clothes would retain more water into them making the clothes more heavy when they touch rain or water. Since it is raining above your clone, it gradually becomes more difficult for her to stand, although still possible. It would also most probably give her a hard time to move around.

This is one of my favorite rain techniques so far, since the technique affects the clothes and not the opponent directly. So it's not the type of technique you can simply get rid of with a repel-type ability after it gets on your clothes... I think? (like shinra tensei for example). I have no idea but one can possibly get rid of the technique by removing one's clothes (freeform). If so, then that's a nice jutsu to use against a female bio ( ͡° ͜ʖ ͡°)

(Ame Kumo Bunshin) - Rain Cloud Clone

After gathering rain chakra within myself, I send it towards the rain clouds above me to then shape them into a humanoid that looks identical to me. However the clone would still be... "cloud-ish", which makes it obvious that it is not the real me. This clone would be able to descend to engage an opponent in a taijutsu fight.

Compared to the first 2 clone techniques you made me perform, this one would have more substance (I guess), which would allow him to engage enemies in taijutsu fights. I'm not sure but can the clone perform ninjutsu techniques? Maybe only rain techniques?

If you have a jutsu that an push back stuff from your body than yes it can be blown a way and pushed away.
And yes only rain attacks

(Ame Ame Tama) - Raining Rain Bullets
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: The user does the necessary handseals and focuses chakra into the rain, the rain draws together and forms several bullets of rain. The "bullets" fall at an accelerated rate and feel like large rocks falling from the sky.

Perform the necessary handseals as you focus your chakra and use it to draw together some rain into several bullets. The bullets, because they are heavier and overall bigger, will fall at an accelerated rate and will feel to the opponent like large rocks that fall from the sky upon them.

(Toku no Ame) - Shield of Rain
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: User performs the necessary handseals and places their hands out in front of them. Using chakra they gather up a large amount of rain and create a wall of solid water. The water is dense and difficult to move through, thus protecting the user from most taijutsu attack and fire attacks. Earth based jutsu and Lighting jutsu are highly effective against this technique. The user must keep his hands connected into the wall at all times or the wall will return to its normal state. If struck by electricity it will move through the water and strike the user as well.

Focus your chakra and perform the needed handseals. Then place your hands out in front of you, using your chakra to gather a large amount of rain to create a wall of solid water in front of you. You have to keep your hands connected into the wall at all times or it will fall apart in normal water. Whilst using this jutsu it protects you from most taijutsu and fire techniques.

Ah I see, thanks for clarification :D

(Ame Ame Tama) - Raining Rain Bullets

I gather rain chakra within myself, then, after performing several handseals, release it towards raindrop that are high above one of your clones. I insert this chakra into the raindrops and control them to gather together so that several compressed bullets would be made. The bullets would be compressed to the extent of making them have an effect similar to falling boulders. While the raindrops were turning into larger bullets, they continued falling down and came crashing down on the clone.

Imo this technique is more easy to detect compared to other rain techniques because of its size. Not to mention, you're performing several handseals beforehand, which would make your opponent aware that you are about to perform a technique. Basically a projectile-type attack falling from above your target that could serve as a distraction.

(Toku no Ame) - Shield of Rain

After gathering rain chakra within myself, I perform several handseals, then raise my hands forward, palms facing in front of me as I focus the rain chakra in both palms. I then send this chakra to the raindrops nearby my palms to make them gather and form into a compressed wall of water in front of me. I keep my palms forward and in contact with the shield to keep the shield here.

Seems like it is effective against taijutsu attacks and fire attacks. Through earth would be able to break through the wall of water due to elemental strengths and weaknesses. Lightning would pierce through it and attack the user, and even if it was too weak to pierce through the shield, it is highly likely that it would electrocute the one who's using "Shield of Rain".

Welcome :D

(Ooki Kouu no Jutsu) - Big Rain Skill
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: By sending subtle chakra waves into the clouds, the user is able to create unusually large nuclei for the water droplets to condense on. The end result is big raindrops that fall to the ground at a faster then normal rate. They aren't big or fast enough to cause any real damage, but they are quite distracting.

Focus your chakra and send it into the sky to create a large nuclei for the water droplets to condense on. This will result in big raindrops that fall towards the ground at an accelerated speed.

(Shuushi Ame) - Stop Rain
Rank: B
Type: Supplementary
Range: Short-Mid
Chakra cost: 20
Damage Points: N/A
Description: This technique defines the users chakra control and for tactical measures for other techniques. The user creates the necessary handseals and every rain drop stops in mid air or wherever they are

Focus your chakra, perform the necessary handseals and use your chakra on the falling raindrops to take control over them and stop them from falling. As they are stopped, they will stay still in mid-air.

(Ooki Kouu no Jutsu) - Big Rain Skill

I gather rain chakra within myself then send it high in the sky, inserting them into the rain clouds that were already there. I use my rain chakra to control the future raindrops into becoming individually larger in size, which would result in these larger raindrops to fall down faster.

Mostly a distraction technique, I guess it could slightly disturb someone's sense of touch (rain falling on them) and sense of hearing (the rain would make more noise when it hits the ground, which could possibly conceal the sound of other things). Not sure if it could be used to cancel out some low rank fire techniques though.

(Shuushi Ame) - Stop Rain

After gathering rain chakra within my self and performing few handseals, I send my chakra to every single raindrop within my mid range radius. By doing so, I make each raindrop within the jutsu's range to remain stationary in mid-air, as if time had stopped.

Nice jutsu to use if your opponent uses "Tiger at Will" in an attempt to find out your location: if you find out about the rain fast enough, you could use "Stop Rain" to prevent raindrops from reaching you. This would prevent them from sensing you with the rain. Wait, but then I would have made my chakra touch their rain... would they sense that?! o_O Argh, in any case by using "Stop Rain" they wouldn't be able to sense my exact location but rather find out where I am to a certain extent. It's also a nice jutsu to use if you want to prevent your opponent from performing a rain technique against you. Got a question for this one: does the rain stop falling down for one turn only? Or does it remain like this for the rest of the battle?

Alright moving on

(Ame Aikuchi) - Rain Dagger
Rank: B
Type: Attack
Range: Short-Mid
Chakra cost: 20
Damage Points: 40
Description: A simple jutsu that gathers the rain with chakra and then forms it into a dagger-like weapon. The chakra gives the water a more solid form so that it can be used for attacks. The water returns to normal shortly after creation. When the dagger cuts into something the water from the dagger expands within the cut to increase the damage.

Focus your chakra and use it to gather raindrops which you mould into a dagger-like weapon. Due to infusing your chakra in the created weapon, it gives it more density so that it can be used for attacks instead of a splash of water in the face xD When you use the dagger to cut someone it automatically expands the cut with the water to increase the damage.

(Amagasa no Jutsu) - Umbrella Technique
Rank: B
Type: Supplementary
Range: Short
Chakra cost: 20
Damage Points: N/A
Description: A helpful technique for staying dry in the rain. After a few short handsigns, the user can create an invisible umbrella by extending their arm over their head and holding an open palm towards the sky. This "umbrella stops all rain, but cannot stop jutsu that take a more solid form like the Rain spear technique. This technique was actually made to stop the acid rain technique and other average falling rain techniques from touching the user.

Focus your chakra while you perform the needed handseals, then extend your arm into the sky and release the chakra through your hand, this will create an umbrella which will stop the rain above you from hitting you. It does not work when the rain is somehow hardened or the likes.
