I think that from this technique the other rain elements techniques were created and rain gain both offensive , defensive and supplementary purposes .

Focus your chakra that is already inside the rain drops. As your focusing your chakra think of sticky items...xD.... and the rain itself will become glue like and bind your opponent where they stand.
