Rain is a extension of the water elements. Unlike the water element it needs to be raining to perform most or all of the jutsus. To do this the user needs to use their chakra to form rainclouds. Once it starts raining, rain release lets user control the raindrops to use for offensive or defensive purposes. Just like water, rain is weak to earth as earth is a lot denser than rain but is also weak to wind as wind blows the raindrops away. It is strong against fire as it douses the fire like water does. The only user of the rain element is Nagato from Amegakure

Manipulate the gathered rain and compress it in the form of an dense orb you will shoot at your target like a cannon. Launching the orb has a bit of recoil so you'll be knocked back a bit but your target should be blasted off his feet, or merely unbalanced depending on how resilient your target is. I start gathering chakra in my right hand, using the chakra, I attract rain drops which converge on my palm, I'll then use the chakra to shape manipulate the drops into an of raindrops. I would take aim launching the orb at the Pein's chest sending it flying.
Good job. From now on you'll be performing jutsu in sets of three. Avoid making mistakes by applying decent time and effort to each one. For the first jutsu, send chakra into the rain around and above your target to change the rain's composition into a sticky liquid similar to the Water Style: Starch Syrup Capture Field jutsu. As it rained continuously, I would laugh at the Peins sleeping position, his body was twisted like a rag doll, I would watch and wait until I noticed a raindrop that would hit the pein's forehead, noticing one I would focus on the drop, I would transfer my rain chakra near instantaeneously into the rain drop after which I would use the water chakra part of the rain chakra to condense the drop until it has solid like characteristics and I'd use the wind chakra part to sharpen the rain drop until it has the cutting power of a blade, the raindrop would drill a hole in the pein's head.

Ok, let's clear the C ranks this set. The next technique requires you to focus chakra on your target and use it to draw in surrounding raindrops like a magnet. Once attached to your target, the raindrops will accumulate, growing until the mass of water drops him to the ground and attaches to that as well. Now we move on to B ranks. First of all, use your chakra to pull down and condense a portion of the rainclouds above to form a clone of yourself from it. However, it's won't be a perfect copy. While it should have the same shape and color as you, the clone still looks like shifting clouds. Despite that, it is solid enough to take and receive attacks. How about a little match?

I gather wind and water chakra at the same time before mixing both to form rain chakra, I'd use the rain chakra to pull down and condense rainclouds which would be further manipulated into a clone of myself, the only difference is that the clone looks like moving clouds. The clone upon creation dodge the punch.

Great. Keep it up. Now i want you to send your chakra into the clouds and change the how the water condenses in them, making the nucleus of each droplet larger than usual. This should make the raindrops bigger and therefore fall at a faster rate but this change isn't enough to damage an enemy. It does however serve as a decent distraction. Get their attention.

The end result is big raindrops that fall to the ground at a faster then normal rate. They aren't big or fast enough to cause any real damage, but they are quite distracting.
Next, form these handseals and send your chakra through the surrounding rain, causing every droplet in range to stop falling and merely hang in the air. Though visually appealing, technique can have advantages in battle as well. For instance when using or dealing with other rain jutsu like this one. Ame Nottori no Jutsu!

I gather wind and water chakra at the same time before mixing both to form rain chakra, I would then release the rain chakra into the raindrops making the nucleus of each droplet larger than usual thereby making the drops bigger and making them fall faster, the raindrops will distract the meditating pein by beating him.

This technique is rather odd for a rain jutsu. It simply makes snow fall thickly from the rain clouds above. Normally it lowers visibility a little but used in conjunction with the Hidden Mist jutsu it is much more effective. Do whatever as you like.
