1. There isnt any proof to Gai's story. Its more likely a legend.

2. How is Kakashi going to rakiri something he cant see and react to? He could barely follow lee with his sharingan and couldnt even see Itachi do hand movements.

3. With 2 rakiris, he barely got through the Kakuzu's B ranked raiton, False Darkness.

So no. He isnt cutting the most powerful raiton jutsu. Especially when it obviously more powerful than a single regular lightning bolt.
