Pssh kakashi does shit like that all the time. Just a few chapters ago kakashi was dropped into a volcano randomly, he was able to tie a scroll to a kunai, catch sakura, throw the scroll kunai to the roof so he can use it as a rope, and finally, throw a kunai at a falling obito, catch a light spot like the hand, while making sure to throw hard enough it peirces rock.

I think he can handle it.

By the way, I checked it again. Lightning doesn't strike in the third of a second, but in less than a thousandth of a second. Kakashi ain't cutting shit.
