Technique ranks are about how hard they get learnt not how strong they are. reverse lotus is A rank too does that mean it is equal to EE?

No he does not, he says Kakashi is the Leaf's no:1 technician not the raikiri is number 1. And he can not say how strong the last gate tech is because he have not used it back then.

Don't be an idiot, rank is based on difficulty to master. Raikiri is made to cut, but it actually hitting the opponent is iffy. Evening elephant won't be missing any opponent bar Rikudo's. Meanwhile Raikiri isn't penetrating v2 Jin bodies.
