okay remember when the the raikage first met minato and wanted to punch him in the face? well what if you replaced minato with someone else and instead of a punch he shaped his hand into a blade like the one he used to cut of his hand and his intent was to behead that person, how many people would be able to dodge like minato did?

i just wanna see how impressive the raikage's speed really is, also the person doesn't have to be in base e.g sm jiraya

Is hard to dodge him, this is true. However, only with speed he is not invincible.
"Slow" ninjas who can defeat him:

- Itachi
- Sasuke
- Orochimaru
- Tsunade
- SM Jiraiya
- Pein
- Nagato

I know most of them is not slow, but compared to his speed they are slow.
