They are both in character,Raikage is not blood-lusted and will not go mad.
Knowledge:Raikage knows sasuke has MS,Sasuke knows that Raikage is fast but not how fast.
This is sasuke when he fought Danzo.

Sasuke: Everything he has shown up to after Danzo fight.He also has Kirin.

I think Raikage could win this because nothing sasuke can do is fast enough to touch Raikage and Raikage could break through susanoo.

If you mean Naruto is the fastest ninja alive then thats wrong.Dodging someting does not make you faster than it.

Why do you all take things out of context? The Tsuchikage combines his power with the Raikage to make him break Susano'o. On his own he can't (as much). I say Sasuke would win because of his blaze realease; as he would have won during their initial encounter.

That was madara's version 2 susanoo, are you saying sasuke's susanoo is as strong as madara's.And A can break susanoo he did it before with a liger bomb.
Sasuke would not have won in their first encounter either.
