Ye, tough one. I'd still say Gai, even tho I can't really back it up. It's just because of the 7th gate and his Daytime Tiger.

Daytime Tiger = Instant Kill although the Raikage has incredible Durability. I would say daytime tiger would OHKO him then Gai could finish it if need Bee....See what I did there?
