I'd say with raw strength, probably Tsunade. With the lightning armour though, she doesn't stand a chance against A. That guy's a beast.

Ok this thread to me is a little confusing just by the way the author put the question. To me tsunade is stronger by means of lifting heavy objects and creating huge earthquakes with her fist. Matter of fact she can split the earth with her fingers I mean come on she is strong but in overall who is more powerful with the combination of speed, strength and endurance is definitely Raikage.
