So... This is the current Kages on their "prime" go against each other:

For Darui:
- He will have acess to v1 and v2 Lightning armor, with the speed, strength and endurance that comes with it.
- He will posess the One finger Nukite from the Third Raikage.
- Bijuu level chakra

For Kurotsuchi:
- She will have Jinton (with all of Oonoki's and Muu's feats with it)
- All of Oonoki's and Kitsuchi's Doton feats
- Oonoki speed feats while on air

From what we could see in the manga Darui seems superior. That could've very well remained the case even after both became kages.
With those conditions Darui would definitly win: V2 > Jinton, Hell Stab > any Doton jutsu, Raikage chakra levels > average (high) chakra levels expected from a kage.
