The sole reason would have to be Naruto being a celebrity and living legend. Konoha is densely populated unlike Kumo. Kumo has a better economy for im positive the standard of living is lower and their military is better.
I mean they aren't that much better than each other in certain aspects but they are on par.

Well the reason Ay wanted Hinata kidnapped was for the Byakugan. He wasn't interest in a boy to establish the Hyuga in kumogakure. He wanted a girl and if you look at the history of of kumogakure the Jinchuriki are kept close to the raikage(ie relatives etc). So what do you think he intended to do with Hinata? Do you think he'd let a Huyga bloodline mix with the outside or keep it close to the centre of power? Anyway I was merely pointing out how sick Ay really is. If you can't stomach that then that's on you.Is what why?

Not probably it's a definitely otherwise the kidnapping serves 0 purpose. They don't gain a dojutsu for 1 generation and then it disappears its of 0 benefit to the cloud.
