A) Naruto doesn't not know how to preform the Fly thunder god technique, it was initially mistaken for that but was later confirmed that it was the body flicker technique.
B) From what we have seen they are just as fast as each other, so in this time and moment its better not to jump to conclusions.
C) Your logic concerning the amount of tails a beast has and the increase of speed it gives its host is flawed. Not once has it been stated that this is the case.

What this guy said, no one knows how to do the FTG technique now that Minato is dead because apparently he was a god at sealing jutsu. I agree that Naruto is probably faster and stronger but Raikage is also insane though. Right now I only know of maybe four or five living characters that could beat him. And abysmal is right it is not like the number of tails corresponds to how fast the shinobi is, Raikage doesn't have a tailed beast yet is faster than probably all but the nine-tails jinchurikki.
