With what? Ay blitzes when he sees CT orb in his hands and its over. Chakra rods bounce off his Raiton Armor like Chidori Katana. CST is maybe his only bet but given he needs to store up chakra for that, Ay just relentlessly blitzes forcing him to use weaker ST (like Naruto tanked) then on cool down its game over. What do you think?

He shut down all the bodies when he used CST to store all the power into Deva. If Ay relentlessly blitzes he has no time to make a big CST, in fact, he may not even be able to react whatsoever to Ays V2 blitz at all because I don't know his feats that much that shows he'll be able to react.

1. Nagato has all his power in his own body so there's no pains for him to shut down making this move unnecessary for Nagato.

2. Ay can't blitz Nagato. Shinra Tensei has no chakra buildup since we've seen sensors be unable to predict or react to it. That means that he only has to mentally react to activate Shinra Tensei much like Minato only needs to mentally react to teleporrt or Obito only needs to mentally react to use kamui. A mental reaction will be easy for a high level sensor like Nagato. Ay's strike isn't instant either and Nagato can blast him away before he gets hit. Oh, and the distance is 30 meters lmao Ay stands no chance at blitzing.

While Deva Path has full knowledge and can use Boss-Sized Shinra Tensei's, the Raikage simply has a counter to this by accumulating chakra within his feet which was noted to be a counter for it as Tsunade was compelled to do so against Deva Path. Additionally, the Raikage has one of the best Flickers in the manga and is able to accumulate up to nearly Bijuu Level Chakras within his feet implies that his sheer amount of chakra will enable him to resist Deva's Massive Repulsion Forces.

Once Deva fails, he simply gets overwhelmed by his superior speed and reflexes. Only way Deva wins this is if he's compelled to use Chou Shinra Tensei. With knowledge, Ei could simply Flicker out of it's range though.

That's if KN6 Naruto's physical speed is faster than V1 Ei's Flicker. Even then, he has to be a certain distance away from Nagato for effective chakra transmission, so he's not going to be able to use Chibaku Tensei unless he's well outside of Konoha which gives Ei enough time to catch up to him.
