THIS IS MY THEORY ABOUT RAFTEL.FIRST SORRY FOR MY BAD ENGLISH.DON'T BLAME ME.THANK YOU.
Raftel is the island at the end of the Grand Line which supposedly holds the treasure One Piece.
It is also said that upon reaching Raftel, if one has taken with them along their journey the passages of the Poneglyphs, then the Rio Poneglyph will finally be revealed. For this reason, Raftel is possibly the final destination, at least for Nico Robin
Gol D. Roger and his crew are the only known people to have reached the island. Roger offered Whitebeard the information on how to get to Raftel, but Whitebeard declined because of his own dreams of achieving a "family" of crew members instead of reaching One Piece. This also indicates that getting to the island is not as simple as sailing to the end of the Grand Line
so theory,
why no one ever reached raftel besides roger because the island change its location??
RAFTEL=RAFT=A raft is any flat structure for support or transportation over water.I MEAN RAFTAL IS A FLOATING ISLAND or may be LION TURTLE
so roger can hear all the things right so luffy has that ability too.if raftel is lion turtle luffy can hear its voice and find the place.

i just attach a theory below that i found,
I was supposed to share this theory longtime ago but I got lazy, so here it is.
Basically my theory is about the location of Raftel and how I think it's already been revealed but it's subtle only few can decipher it.
It is said that the location of the Raftel was at the end of the Grand line but if you think of it logically, Grand line has no ending because it just go circle around the globe.
Okay I got lazy again, so I am just going to summarized these.
Raftel is in Florian Triangle, there are three or maybe more mysteries left in this place. First, the thick fog which make it hard to see. Second, the mysterious disappearance of the ships. Third, the giant thing that showed up after the Thriller Bark Arc, (which for me I think is a giant light house of, Raftel). The logic of first and second mystery is to hide the third mystery. If the fog can't prevent pirates from seeing the giant thing or Raftel, the inhabitants of the Raftel will kill them and just leave their boat floating. Florian Triangle is located I think near the Red Line because if I remembered it correctly after the Thriller Bark Arc, the crew reached the Red Line. If you think of it, you can consider this side of Red Line as the end of Grand Line. But how about the other side of the Red Line, which is in the New World, is it considered also as the other end of the Grand Line? I would say yes, and which we all assume that the Raftel was in the New World. But New World was territory of Four emperors but how come none of them find the Raftel. The reason may be why no one find the Raftel in New World because it is not in their to begin with, it is in the Florian Triangle which is located near the Red Line, which you can also consider one of the Grand Line's end.
Last, have you noticed the picture of the Raftel island, it is filled with Fogs, and in One Piece episode 0 there was a seen were Roger was navigating at the Fog while the narrator saying something about One Piece.
I for got to mention that there is a possibility that the third weapon has an ability to make the world in complete darkness, by covering the whole world with a Fog.
