Is Raftel located in All Blue. I know it's at the end of the NW but could it be that All Blue is a tiny section at the end which coincidentally houses Raftel?
I wouldn't be surprised if that's the case.

What are your thought?

This is highly possible in my opinion. Raftel surround by the all blue which holds all currents of the blues. The end is always the start ;D
