Sasuke not having one doesn't make much sense because it's so easy to get it/one back. Zetsu, path, Juugo, etc.

Raikage didn't have all those things and decided to close his wound right after. Plus, Raikages arms are huge, having a zetsu arm would make him look like quagmire did when he found internet porn.
