Lee, Chouji and Sakura should definetely be jounin.

Shino and Shikamaru aswell, maybe Kiba.

Rest are chuunin level other than Ino who is exceptional due to being mainly a support type.

If your gonna use anime feats (i.e. shino) the Kiba should be jounin since he went through the triple rashamon. But apart from that I think some of them are there, close or not quite:

Jounin

• Shikamaru - definetly jounin, he is currently the alliances strategist
• Neji - Already is/was
• Naruto - obvious
• Sasuke - obvious
• Sakura - Jounin easily, mastering a seal shizune couldn't puts her there
• Lee - I want to put him here but I think that he doesn't quite have the skill yet, but he is basically the same as gai who is jounin so why not..

Special Jounin
Kiba - He is one of konoha's best trackers which earns him the spot, just needs more combat feats

High chuunin

• Ino - Has shown exceptional growth in the war arc, but her skill set relies to heavily on team work to be jounin on her own
• Chouji - suffers from the same issue as Ino, but he is too slow and linear in his combat style and hasn't shown secondary skills
• Hinata - Has shown improvement but is still lacking in confidence which holds her back
• Shino - Still hasn't shown a whole lot over the series and statistically is one of the weakest K11 lacking in many areas
• Ten-Ten - Chuunin at best
