Quick question about two Dojutsu

Can the Tenseigan reactive and deactivate like the Sharingan and about the Rinnegan why was Nagato never able to deactivate it but Madara was able too.

not only Madara but Sasuke also deactivate his in the last. as for Tenseigan ..eh we don't really know since we only seen it once. oh the reason Nagato could not deactivate it was because they were not his eyes

Madara owns the eye, he awakened it. Nagato doesn't. That's why. Similar to Sharingan.

Toneri never showed the ability to deactivate the Tenseigan and seeing how it is the next evolution of the Byakugan then I assume it cannot be turned off in the same fashion. However, not a single Rinnegan user has showed the ability to deactivate the Rinnegan excluding Sasuke in "The Last". (Which was probably an mistake seeing how he doesn't deactivate it in Chapter 699 or as an adult.)
