What would Sasuke say if he saw Itachi without a eye or his original eye? Tobi did not want to get close to Itachi because if Itachi found out his intangibility secret then Itachi might try to kill him. Which is why Tobi when with Deidara did not go around Itachi(from what we have seen) or interacted much with other akatsuki members outside of Peins hologram tech.
