sorta yes....madara and obbito are controlling the juubi...so until obito controls it by himself, it cant be confirmed he is able to control it by himself.....but honestly i dont like it being his power...he did nothing to control its power, except jump on its head, and let a cord attach to him.....but technically it can be considered his power.....
