You simply need to have unlocked your own MS and gain the eyes of your sibling. The sibling doesn't need to have unlocked MS.

i dont know but itachi acted as if he wanted sasuke's eyes during his fight with him to obtain ems though sasuke didnt possess ms at that time

Obviously, however Madara was the only proven Uchiha member with EMS.
What he needed was his Brother's MS, and his brother did have it.

I'm basing it off of what actually happened instead what might of happened.

Why people donot understand that naruto is just a normal tailbeast host?Naruto have his cloak and gaara have his own cloak when he was a tailbeast host.

you see that's where people get confused because he is not a regular host, the way the tailed beast is kept in a host is trough a seal. naruto is the only jinchurikki with the eight tri-grams seal.which is the strongest seal we seen on a host, which i feel does more than just seal the tailed beast but also lets you use their chakra differently and more efficiently you never asked yourself why bee can't turn in kyuubi mode and if he has which i don't remember looks nothing like naruto , he even has 6 tomoes on his chest....6 tomoes on the sharingan ....2+2=4
