It's a literary device I think. Considering how powerful the Mangekyo is it has to have a pretty big limit :]]] big
You will notice that anything uber-powerful in manga always has some type of big limit.

If you actually take note of what the Rasengan was based on...it was based on the Tailed Beast Bomb. Since they are so similar, they have a lot to do with each other...It's easier to make a rasengan than a TBB dontcha think>
