Do you think minato has enough time to concentrate sm or even blink dealing with a space and time user who can teleport next to him before he even close his eyes.

Except he has no logical explanation for why Minato could'nt use SM while there are plenty of reasons why Jiraiya could'nt.

Because minato is a failure as a father and as a hokage.
