Is Doffy and the palace on the same hill Luffy is on but just below them or is he on the other side on Flower Hill?

Because it would be a serious pain if Luffy has to run through all that city to get to Doffy. I'm getting the geography mixed up.

Please help, im quite confused with the geography of whats-what on dressrosa at the moment. Soo much is happening, trying to figure out who's with who. etc :O​

They were all together, but then Doflaming had Pica move the palace away from the plateau. So now Luffy has to travel through the entire city.

Doflaimngo is in the palace which is high up there on the flower hill.
So ye, Luffy has to run through the town then up that hill.
Or just Mr' Fantastic that sh*t and stretch an arm all~ the way up there XD
