i already have an approved profile if i create another one, will it have the same jutsu and elements as the other one or will it have to go through the training all over again

once you learn a jutsu youve learned it forever

same goes with elemental ninjutsu. But you have to learn cannon tech/create the correct bio for them, or be taught them by a sensei. Elemental cannon techniques can be gained through training from a sempai. Unless there is a specific bio that has to teach you/is required to use it.
