Kishi hinted that Nagato and Itachi could have effectively casted Infinite tsukyomi on there own.

Why?

Nagato possessed the chakra and Rinnegan to produce enough chakra to cast a reflection off the moon.

Itachi possessed the Ocular power and Genjutsu prowess to create a tsukyomi strong enough to trap everyone.
