When ssomeone gets reported who sees the report? Or does it just instantly give them an infraction/ban? based on how many times they have been reported?

The Mods and admins check it over and see if it's worth giving you an infraction.

The reports go to mods and admins.Those who are online see them and take care of the problem...The more reports a post/thread has ,the easier it's noticed.
Warning,infractions and bans are not automatic they are given by the staff members depending what somebody did.

All above are correct but what I remember is that you can't get permanent ban like Ip-ban or maybe It's been changed on later days here. Infractions will still be on your account.

They can still do permanent bans based on each situation. Dragon Lord and his Several Alt Accounts had an IP Ban so he could never come back.
