can some one please explain the green bar that under everyones post info and how i add on to it

It is the Reputation bar...

Click the little green flag in the upper right hand corner to add or subtract from someone's reputation...

You can only add or subtract SOMEONE ELSE'S Reputation you can't affect your own...
