He might be using Six Paths Sage chakra, but the form can only be Six Paths Sage Mode through the use of all of the Tailed Beasts' chakra, which Naruto would have to call upon. The unique tomoe design on the back is the indication of it being used. Of course he didn't lose it, but he hasn't used it.

He doesn't have to state it. It's blatantly obvious seeing as how that's the same way everyone else besides Naruto attained it. There's a reason why Naruto just so happened to have all their chakra right before gaining the power. I don't know Hagoromo's exact involvement, but there's no denying that the tailed beasts aren't involved as well.
