Question: Temari- Wind user

We all know of the ruthless wind user from the sand village. We have seen her to be quite a competent wind style user but I have a question regarding her wind abilities specifically the use of her fan.

So we all know Temari uses her fan to use all of her wind style techniques we have seen. My question is though; does a wind style user who uses a tool to assist them weaker than a wind style user who does not use a tool or is the tool just to better enhance the techniques that could regularly be used without it?

We know the intensity of Temraris wind jutsu are determined by the number or circles revealed on her fan. I wonder if she could pull off any wind style techniques without her fan.

We have seen other wind users who do not use an external tool to assist them with their techniques, examples being Baki and even more honorable to mention, Danzo would has exercised some pretty strong wind techniques.

she has never shown using any wind jutsu without her fan so the answer is no she cant do wind jutsus without her fan, just like naruto cant make a rasengan without a clone

Just because Temari uses a Wind Scythe doesn't make her weaker as she has probably learnt how to master and control it to a far better extent than other Wind Scythe users. At the end of the day, using a weapon doesn't signify weakness.

Well, in a way you might say that, but there's also the fact that she probably would have been able to master the Wind Style without it. She simply chose to use it because it allowed her to use a larger variety of Jutsu (I'm assuming)

No she can use wind styles without the fan.
I think the fan just increases your wind styles.
But some wind styles like kiri kiri dame you need a fan

Hmm alright, i think she should its only logical suppose her fan got away from her she would have to be able to fight still so yh she is pretty boss with her fan though

The fan is used for wide spread wind attacks. In other words, Temari's fan allows her to increase the area of effect of her jutsus. Without it, they will be significantly weaker and more like how these Suna no named wind users used.

As for the number of circles on Temari's fan determining the power of the jutsu, that was only shown in the anime and thus isn't cannon. All in all, Temari does need her fan to use her wind style but that doesn't make it weaker than a non fan user.
