I imagine this scenario to be played out exactly like how police deal with a concentrated riot. They do not arrest everyone involved in the scene, but instead suppress the riot using various methods. Were most of the site under fire from "flooding", Versuvio would just shut down the community for a while.

Versuvio doesn't make money from this site. If he was trying to do that there would be ads and other things all over. The only income he gets is from people buying premium membership and that money goes to the upkeep of the servers so bang goes that theory. So to answer your question, yes they probably would ban most if not everyone though i doubt it would be permanent, if it was they could just open up registration again and get a whole new bunch of people to the site.
