Their first meeting happened when Obito wanted Kisame to join him knowing his true personality. Tobi really had something for the Village of the Bloody Mist.

The age when they met was unknown because Obito was 14 when he battled Minato so it must be a decade after he went after Kisame is what I am assuming.

The timeline when they met was unknown. It could have even been 10 years since Tobi battled Minato to recruiting Akatsuki members.
