Question about Time duration in Naruto Manga

Manga donot show us time duration for certain attack to be effective on opponent in battle.Why people think Amaterasu donot burn instantly,Susano can be us for few minutes,TBB is instant ,Chibu tensi take short time to form,Itachi have low chakra reserve,Naruto can spam speed blitz or his speed blitz >Raikage etc?Only kishimoto know the duration of different jutsus .I heard kishimoto donot take part in anime,do u think anime is a realiable source to know Jutsu duration ,chakra stamina in battle etc?
