Question 1
I want to know if the ninetail regain all the ying chakra overtime while he was in naruto ?
The ninetail told naruto he have tons of chakra stored.

Naruto was burrowing chakra from the ninetail during the war arc fighting kage level edo tensei and zetsu clones.

Question 2
If the ying halve chakra of the ninetail is seal and the original ninetail is the yang halve chakra,this mean that the ying chakra have it own personality or form like the ninetail (technically saying there are 2 ninetail just like 2 muu)?
Anyway when naruto get extracted i guess he will look for the other halve of the ninetail to regain back strenght

According to manga only one half of 9tails chakra is sealed inside Minato. Ninjas can replenish chakra by rest and medicine as we all know. Plus compare the size of 9tails when Minato sealed it and now... Yep its grown back to its original size. So I think now 9tails has its full chakra...

I believe that Kurama was able to regenerate it's chakra over time. It's constantly been feeding on Naruto's chakra, plus, we've seen that it regenerates quite easily after Naruto gained it's chakra during his training with Bee.

Also, we've seen that it's size indicates the chakra it has.
Here, when Tobi summoned it, we can see Kurama in all of it's glory:

And finally, here is when Naruto went against Nagato. Chibaku Tensei is humongous. Respectively, so is Kurama. It seems to have regained it's original form.

Plus, the fox has never mentioned anything about missing any chakra.
If that was the case, I bet either Kurama, Hachibi (who has known Kurama for a veeery very long time) or someone else would have mentioned it was lacking chakra by now.

As a last addition. It's just my way of thinking but, everything Yin has a little bit of Yang in it, and vice versa. Even if Kurama had lost all of it's Yin chakra, the fox could probably regenerate it from the little seed of Yin that was left in the Yang.
