question about the ftg tech

Is minato ftg tech from his clan like kekei genkai or its a jutsu that anybody can learn.

i assume anyone can use it if they practice. the fourths guards can use it be it takes three of them

the three bodyguards could perform so probably anyone can learn it if minato teaches him
ftg is based on the same principle as kuchiyose(summoning) so minato most likely got the idea for it when he signed the toad contract and summoned his first frog

It's a seal, and it was created by Minato. Theoretically, anyone can use it I think.
