Why did the Enraged Army consist of fodders? Opera got easily one-shotted by Jinbe, Bobbin only has a 105 million beli bounty and he got defeated by Vito (and he was likely the strongest in the Enraged Army), and the other three "heavy-hitters" in the army got portrayed as on the same level as these two (not to mention that Amande also got paired with even worse fodders like Diesel and Randolph).

Wouldn't it make more sense to send Perospero, Compote, Daifuku, and Oven instead of these guys?

The enraged army still took out Luffy and Nami, you can downplay that by saying how tired and hungry Luffy was. But how many people achieved that.

Opera was surprised by jinbei's betrayal and was up and running not much later.

Bobbins showed off a DF ability and revealed his title right before he got shot. So of course he will be back at some point for a surprise.

It will be a surprise for Bege because he thinks he is taken care of, but we as reader know that he is the one that can uncover Bege's betrayal and screw the plan up.
