So, why can't Jiraiya or anyone else that use Summonings simply summon all of the frog world against their enemies? If Jiraiya summoned all of the toads, he could've won against Nagato. So, why don't they do that? It gives them a great advantage, and please don't say that he doesn't have enough chakra because it doesn't take that much chakra. What do you guys think?

you need a lot of chakra the more summonings the more chakra you need

i believe it's in correlation with your chakra, he didn't wanna use up all his chakra when fighting him
naruto however has loads of chakra at his disposal which is why he could summon the toad pack when fighting pain
