Is Oro back to 100% full power or are his arms still sealed ?

If he is how again ? New body or what ? I seemed to forget.

We can't know for sure yet, but I think since he sealed his soul in Anko before the Hiruzen fight that he has his arms back.

Hmm, I've been here reading, just wasn't sure in what state he was revived but gordo1 just cleared that up.

No he was not. At least that is what i believe.

I like this theory. My only question is, why couldn't he revive himself? Seems risky to implement a backup plan that requires someone else knowing about it, and being able to activate it. I mean, Kabuto probably knew about it, but couldn't do it for whatever reason.

EDIT: Did some reading, and this theory seems to be accurate.

And if you read through chapter 593, and look closely at his arms, he is clearly using them. More so than he ever did when they were sealed, anyway.
