Question about Obito's Rinnegan

Why hasn't Obito's MS evolved into Rinnegan yet? Does he need both? He already has Senju and Uchiha DNA and a MS. And the requirements were MS + Senju + Uchiha DNA. And he got only one that he took from Nagato which Nagato got from Madara. So why?

wait a min...... Madara said he "Unlocked" the rinnegan before he died. I don't recall them saying that you need senju DNA

i was wondering the same thing too but it makes sense to have both uchiha and senju dna to have rinnegan since the sage was both uchiha and senju combined
