Question about Infinite Tsukyomi and Kabuto

So I know everyone is under the IT... Would Kabuto be effected by it if he covered his eyes with his snake/dragon thing? Or does IT effect anything it touches.

I think it's not about seeing the moon, rather the moon's light shining onto you. Like , Sasuke's Susanoo stopped the light from shining onto him&Nardo and that's why they didn't get caught.
