question about genjutsu

Is there a limit to what a person can control with genjutsu?

like remember how Ino breifly controlled tobi with a mind technique,

do you feel like a genjutsu can be cast on something as big as a tailed beast? or can it go even bigger to breifly capture something as big as the ten tails?

I think on a scale, it takes a whole lot of effort to achieve something so little. So when Ino tried to control Tobi for a few seconds, it probably exhausted her. Same with controlling a tailed beast; a lot of effort would go in (probably by a huge amount of people using the same jutsu like Ino's clan) to only achieve successful results for a short time.
