What gives him the ability to manipulate sand?

His mother. Or the shukaku?

His mother apparently... I would chalk it up to being still inside his mother when Shukaku was sealed.

It's either something he was born with, Due to being a jin before he was actually born, Thus he naturally inherited something from shukaku.

Or it has something to do with magnet release. Or maybe it's something from his mothers side.

It was stated that the sand shield was his mother, but his actual ability to manipulate sand obviously has to come from Shukaku.

Chakra is all you need to manipulate sand. This was evident when Gaara was still able to use sand techniques despite not being Shukaku's Jinchuuriki anymore. Though, Gaara was able to manipulate sand more thanks to the large chakra reserves he gained from being a Jinchuuriki. Her mother just gives him an automatic defensive mechanism.

I like to think it's magnet release due to Shukaku. I mean, when Shukaku was revealed to have MR, I was surprised. He's only ever used sand and wind, so while illogical, you could presume that the sand has to be tied to magnet release somehow. After all, Kishimoto.

Either that, or some combination of wind/lightning/earth, considering those are the natures Shukaku has [lightning and earth being from magnet release I think], and that Gaara could also have access to.
