I read the rules and all, but I was wondering could I make up a random person? Like Stanley Uchiha or sumthin? just like a random person?

ya u can. but u need 1500 posts for uchiha.

yes.. but to be an uchiha you need 1500 post

Yes. You can also take characters from other anime if you want to or real life people. The character still has to be human however and not have crazy mutations like a tail. >.>
