2 things

1. (This isnt my main question) Why is there a random nail stuck in the board

2. Is pain using his pull effect to pull the nail to him?

If he did, did he have to wait 5 seconds to shoot the nail?

Why would he waste a jutsu on that.

Wooden Buildings have Nails to keep them ion place Pain has destroyed Buildings, their for it quiet logical for Nails to be in the area. If You can't grasp this then you have never built anything out of wood like a building.

Pain did use a Pull jutsu to pull out the nail And then pushed the nail in Kakashi's head. But those jutsus just to pull and push a simple nail do not need to wait for 5 seconds. Even if needed, those were covered in aiming Kakashi's forehead.

Why waste a jutsu on that? Really that you're asking?
