I honestly think that apart from the RDS there was no way to have put down Kurama(unless you are Hashirama obviously) during its attack on Konoha.Kishi had decided Minato being dead from the start but there was no way Tobirama,Hiruzen would have been able to stop Kurama without using RDS.The akatsuki have been shown to be able to defeat tailed beasts but Kurama was just too strong,with eight tails yang kurama naruto alone being able to crawl out of pain's super strong planetary destruction.Sealing a tailed beast obviously requires a lot of people.
Hence,Minato did the only thing that could have been done i.e using the RDS.
Hence,Minato actions were legit.

Also i have always wondered if ,on a completely different note,speaking hypothetically,if Orochimaru was Hokage how do you he think he would have stopped the kyuubi?
