Tobi claims to know Madara Uchiha's plans, who in turns knows all about Tobi's plans, which confirms their collaboration. I can't be sure of the exact date Madara died, however, I can be relatively sure that Madara is aware of Tobi's plan to resurrect him with Nagato's rinnegan. This means that Madara and Tobi were collaborating before the second shinobi world war, because Jiraiya found Nagato during the second shinobi world war, which was a time when Nagato already had his rinnegan. I don't know how old Obito was during the second shinobi world war, but I'm sure he can't be Tobi because he would've been too inexperienced to work beside Madara. Matter of fact, Obito does not awaken his two tomoe sharingan until the third shinobi world war. By the time the third shinobi world war had started Nagato(now implanted with a rinnegan), Yahiko and Konan are in their late teens or early twenties; Yahiko founded Akatsuki on the orders of Tobi. I infer Obito would've been in the Konoha academy during the second shinobi world war, perhaps he was too young/small even to get an admission into the academy.
With all of this information, I conclude that Tobi was a fully trained and very powerful shinobi by the time of the second shinobi world war, not a little ragrat.
Tobi was strong enough to fight Minato, he had the skill and power to win. Kakashi and Guy, who are more or less, same age as Obito are not very tall; neither of them are strong by today's standards. Tobi's height was pretty much equal to Minato's. Suppose Obito's growth spurt facilitated growth comparable to Minato's height and not something closer to Kakashi and Guy's height; that still cannot explain how a child is able to fight Minato.
There are two translations, in each Tobi's dialogue has different meaning:
Translation 1
Tobi: "You have lived a life of regret, Kakashi."
Tobi: "I don't know you, so why should I answer you,[Guy]?"
Translation 2
Tobi: "You open your mouth too quickly[Kakashi]".
Tobi: "Why waste time telling you?" (because Guy has a bad memory for names/faces).
Now, the first set of translations does make Tobi is Obito theories more credible. BUT, it is not so difficult to obtain information on Kakashi. Kakashi was assigned to be Naruto's teacher, which makes learning as much about him critical to Tobi's mission. Itachi would be a valuable source from whom Tobi would gain a lot of information from; plus there's Zetsu, who knows a lot about just about everyone. It's also no big secret that Kakashi developed a carefree personality and is regularly late for appointments, making obvious excuses just like Obito before him. He loses track of time during his frequent visits to the Memorial Stone where Obito's name is engraved. Kakashi is still just as apathetic as he was during his youth, often speaking bluntly about sensitive topics. Such behaviours are easily observable by Akatsuki spies; don't ever forget that this manga is about ninja/espionage/data collecting/spying. Besides, Tobi has met Kakashi before: during the find Itachi/Sasuke arc and again in the Kage summit arc.
I know many people believe that Tobi's has Obito's other eye but it was completely crushed by a boulder. He even said so.
