Sasuke actually took Bijuus' power to make Naruto serious about fighting. And hence it is termed as borrowed.

It seems like everyone here is complaining about sasuke using the power of all the bijuu. What you guys don't seem to understand is that all chakra belongs to the shinju, therefore all chakra is borrowed or stolen from it. Also, sasuke captured the bijuu fair and square, therefore they are part of his arsenal now, quit complaining.

Saying the Bijuu are his power is similar to saying Naruto took Sasuke's Sharinnegan so that makes those eyes his power. But since Sasuke only absorbed some of their Chakra and combined it into his Susanao only to make that stronger. He has no reign over the Bijuu's several abilities like Naruto who was able to call upon them if he needed, E.g Naruto asks one of the Bijuu to combine his nature afinity to his RS which he did and others told Naruto he could use their sealing jutsu so No Sasuke can only use their chakra.

And Naruto is like I've said a million times, descended from Ashura also is well known for having others help him and he has only recently helped and befriended the other 8 tailed beasts. Their power is not his. It is borrowed from the respective beasts but since he earned the trust of every tailed beasts we can say that though their power may not be his. He has pretty much the same reign as the Jin of those beasts would, He could use their power when he asks them.

Haha, you know that naruto always wanted to befriend with other so he makes friend with bijuu, but it doesnt mean he cant use they power like before, he can do whatever he wanted now with the bijuu power since he has enough power and experience to do it.
