You need the equal power of visual and spiritual your basing everything off what madara said in one scan it was stated that the Juubi eye is used to reflect of the moon an cast the Eternal T but you need the Rinnegan to control the visual power. So basically he could of casted the Eternal T before but it would of been like obito were he took the tree out and it would of taken 15 minutes at most even though madara has the almost complete Juubi he needed both Rinnegan to keep naruto and sasuke off so he could cast his justu
