Lightning is a plasma. Not a stream of pure electromantic energy. Its super heated gas that has waaayyy to much energy and forms in pillars in the sky to complete paths to let off that energy if those paths cant be made Lightning cannot form. If you have rubber tires lightning cannot strike you. Insulators have a terrible time accepting voltage or flow of electrons due to high stability in there electron cloud. That translates to rubber being very unwilling to take in energy from lightning. Enel is lightning by nature he cannot release energy into rubber I.E. When luffy touches him even in the real world Enel must become physical because all and any pathways were blocked by the introduction of an insulator.
